Emergency Managers must understand the capability principles over specific incidents. Emergency Managers must know how to differentiate between the uses of various physical protective measures and how to utilize Homeland Security Exercise Evaluation Program (HSEEP) for preparedness. This assignment will help you learn the skill of how to propose an emergency planning recommendation to remedy failures in physical protective measures.

Scenario: A concert promoter has approached the mayor of Anytown with a plan for a large-scale concert at the Anytown stadium. Lady Gaga and Elton John will be performing a 3-hour concert at the stadium. The event is expected to sell out. Several owners of nearby restaurants and hotels will promote the event to patrons as a way of garnering business. The Convention Center will be open to sell concert promotion merchandise and host local radio stations promoting the concert. Imagine you are the emergency manager of Anytown. Because of the large-scale event and the amount of people attending (both local and out-of-town), the mayor of Anytown has asked you to prepare a proposal for a training exercise that involves all stakeholders affected by the large-scale event so the city can be prepared for a possible threat/hazard. This exercise will be conducted six months before the concert event. As the emergency manager, you are tasked with recommending various physical protective measures before the concert event as well as proposing the training exercise to the mayor. You will use the Homeland Security Exercise Evaluation Program (HSEEP) to prepare an exercise for threats and/or hazards on the stadium and other nearby buildings.

In a PowerPoint presentation, create a report to present to the mayor explaining the exercise you’d like to implement. The PowerPoint presentation should consist of 15-20 slides, not including the title slide and reference slide. Images may be included in the presentation but be sure to keep all image file sizes low for this presentation. Save images as small files. Be sure to include slide notes (50-75 words per slide) and cite 2-4 sources, including the textbook.

Your report to the mayor should include ideas for the following:

Planning an Threat/Hazard Exercise

• First, after reviewing the layout of Anytown, define the goals of your exercise. From the list of Protection Core Capabilities below, what areas (2-4 core capabilities minimum) do you want to test with your exercise and why?

  • Access Control and Identity Verification
  • Cybersecurity
  • Intelligence and Information Sharing
  • Interdiction and Disruption

  • Risk Management for Protection Programs and Activities

• Describe the type of exercise (drill, simulation, seminar, workshop, full-scale exercise, etc.) you will propose to the mayor to prepare Anytown for possible threats/hazards and explain why you selected this type of exercise.
• Next, explain your objectives. There should be one objective for each core capability you want to test. Be sure that your objectives are S.M.A.R.T. (specific to a core capability and measurable with an evaluation tool, as well as action-oriented, realistic and time-sensitive).

Scenario

• Now that you have goals and objectives, it’s time to create the scenario for your exercise. Find out what frequently occurs in the Anytown community and what threat/hazard could have the highest impact on the community. Briefly write a scenario of a threat/hazard that occurs during the large-scale event (i.e. terrorist attack, natural disaster, man-made disaster), making sure it could realistically occur in the Anytown community. Keep it simple. It can be a narrative (75-80 words) or an event timeline. Your scenario must provide a way for the training exercise to assess your objectives.
• Lastly, after writing the scenario, describe the agencies and stakeholders that will be involved in your exercise and explain why they should be involved. Provide a possible schedule to share with the mayor and the agencies involved: how many times will you meet to plan and execute the exercise(s)? How many times a year should this type of exercise be executed? 

Logistics

• Briefly explain where the planning meetings will occur (high school, convention center, etc.) What materials will be needed (i.e. audio visual, seating space, writing utensils, notepads, etc.)
• Describe the agencies involved, including the participants needed for the exercise.
• Explain how you will handle soliciting volunteers (actors, local citizens, college students, special needs population, military personnel, etc.) and how you will register them for the exercise.
• After reviewing the layout of Anytown, briefly describe where the following areas will be set up:
  • Exercise Assembly Area
  • Operations Area
  • Response Route
  • Observer/Media Area

Staffing

• Describe the Exercise Control Structure you will use and how many staff/controllers you will need for your exercise.
• Describe your communication methodology your staff will use during the exercise.
• How will you communicate to the public and media before the exercise takes place?

Evaluation

• Briefly describe how the exercise will be evaluated (Participation Feedback Forms, surveys, etc.). When will the evaluation occur and how will the feedback will be utilized by you and participating agencies to prepare for possible threats/hazards. 
• Describe your Exercise Evaluation Team Organization that you will use.
• Briefly explain how your Evaluation Team will collect data during the exercise. Explain how you will use the collected data to improve the exercise.

Summary

• Briefly summarize to the mayor of Anytown why you want to implement this exercise to prepare for the large-scale event.
